Albion have accepted they unintentionally breached an FA rule on player transfers and contract negotiations over a three-year period.
But they add that they acted in good faith and reported the violations to the FA when they were discovered.
They also changed their own processes as quickly as possible to ensure they were working within the rules.
Albion reported the same management error in several player transfers or contract negotiations between January 2015 and January 2018.
A club spokesman said: “This was an administrative error committed in good faith and only came to light after a staff change in a senior administrative role.
“We do not dispute the breach of FA regulations and accept the findings of the commission. However, everyone involved acted in good faith as they misinterpreted a specific section of the FA Rules.
“Once this error was discovered, the club itself reported the breach to the FA and took the right steps to rectify the error.
“We have also cooperated fully with the FA throughout the process whilst also reviewing our processes and as a result have put procedures in place to ensure this does not happen again.”
