A study by car leasing comparison site Leasing.com analyzed data from the Department of Transportation.
It collected the average speed of all drivers over the past year for each A road and motorway in England to see which local authorities had the fastest drivers.
Brighton and Hove ranked ninth nationally with an average speed in the range of 63.15 mph.
The survey found that Telford and Wrekin in Shropshire was the area with the fastest drivers.
Blackburn with Darwen finished second with an average speed of 66.06 for Lancashire Authority riders.
Knowsley’s Merseyside Authority finished third with an average speed of 66.02 on all roads in the area.
Leasing.com’s Dave Timmis said: “The contrast between more rural areas and built-up urban areas in this top ten shows just how diverse England’s fastest drivers can be.
“With the recent introduction of Smart Motorways on some of the UK’s busiest motorways, mixed opinion is that these listed areas could see a turnaround as the system becomes more widespread in the UK.”
