Brutal killer who raped and murdered woman ‘recommended to be released from prison’

According to reports, a sadistic killer who raped and murdered a 29-year-old woman has been offered a transfer to an open prison.

Stephen Ling, 47, was a farm worker who raped Joanne Tulip before he stabbed her 60 times on Christmas Day 1997.

In the same week that a serial sex offender escaped from open-air prison, reports suggested that Ling should be transferred to “test his readiness for any possibility of a return to the community.” .

Ling has applied for pardon four times since being sentenced to life in prison in 1998, with the recommendation that he serve a minimum of 18 years.

This week, the parole board reportedly rejected his offer of release but favored a move to an open prison.

When Ling raped and killed Joanne, he mutilated her body, carving images like swastikas and crosses on it.

The murder was so horrific that the then Home Secretary ruled that he “never be released if people think you are a danger to women”.

However, the final decision rests with the current Deputy Prime Minister and Justice Minister, Dominic Raab.

This is the first test of his commitment to deciding for himself whether high-risk criminals should be transferred to open prisons.

A Department of Justice spokesperson said: “Our thoughts are with Joanna Tulip’s family as they receive this difficult news.

“For the most at-risk cases, the Deputy Prime Minister now personally oversees whether to agree with the Parole Board’s recommendations to move open prison.

“He has repeatedly said that he wants the pardon process to take a more cautious approach when it comes to protecting the public.”

In 2020, Ling was offered a transfer to an open prison but then Attorney General Robert Buckland blocked the move.

A parole board report viewed by walkie talkie states that Ling is said to have “developed insight into the triggers and motivations for index violation.” [the murder] as well as his ability to manage and deal with problems better”.

Joanne’s mother, Doreen Soulsby, also told the newspaper that she was calling on the local MP to petition Mr Raab to stop Ling’s actions.

She told the magazine: “It is disheartening to think that these violent sex offenders are entering open prisons.

“He was 23 years old when he murdered my daughter. He has no chance to socialize or have sex with women. I can’t believe he won’t take the risk. He served 24 years but I think it should be longer.”

The Parole Board has been approached for comment.
