Bristol: Police release CCTV of wanted prisoner Sean Phipps

Police are warning the public not to approach a convicted rapist who is likely to use sob stories to scam people and who has been on the run from prison for a week.

Sean Phipps, 51, was released from HMP Leyhill in Bristol on June 1 but did not return, Avon and Somerset Police said.

Police have warned he will avoid using money and stealing clothes and food to remain undetected.

They added that he will also “tell fake sob stories to earn sympathy” from kindhearted strangers.

Detective Inspector Keith Smith said: “Sean Phipps will know he is a wanted man and he will no doubt do whatever it takes to avoid detection.

“We want to reassure the public that we are doing everything we can to trace his movements and arrest him.

“We’re asking people to keep an eye out for him so we can track him down.

“While he does have access to some money, we think he’s more likely to be trying to avoid detection by staying in quiet areas, whether that’s hiking back roads or possibly protecting himself from the public, as in woods or in an outbuilding.

Phipps was charged with rape and kidnapping

“He will steal items like clothing and food to survive and he will walk long distances or steal bicycles to get around. We also know he tends to use fake sob stories to gain sympathy and help from unsuspecting members of the public.”

Phipps was convicted of kidnapping in 2002 and of rape in 1989 and 1993.

He has previously used a number of different surnames including Cawthray, Goldthorpe and Perry.

Phipps is known to have links to the Leicester, Leeds and Nottingham areas as police are working with other forces nationally to locate him.

He is approximately 6ft 2in and was wearing a black coat over a blue top, blue jeans and Timberland shoes on the day of his release. He also wore a black Casio watch and blue glasses and carried a vape pen.

DI Smith said: “Given the significant work that is being put into his search and the media attention that is now focused on him, it is possible he is attempting to change his appearance.”

DI Smith added: “Our primary message to anyone who knows where he is or where he may have gone is to contact the police or call Crimestoppers anonymously.

“Phipps’ track record shows that he is capable of committing dangerous crimes and as such we are urging the public to help us in any way possible so we can get him back to prison as soon as possible.

“Any piece of information, no matter how insignificant it may seem, could make all the difference.”

If you see Phipps please do not contact him but call 999 and quote reference 5222130002.

Alternatively, call 101 if you know where he might be or call the independent charity Crimestoppers 100 Percent Anonymous on 0800 555111 for more information.
