David Moyes admits he was surprised when Jesse Lingard chose Nottingham Forest over a West Ham return.
Lingard, who was a free agent after leaving Manchester United, enjoyed a successful loan spell with the Hammers two seasons ago.
The 29-year-old scored nine goals in 16 games to bring West Ham to Europe and also made a return to the England squad.
After another season of bench warming at United, Lingard was offered the chance to return to the London Stadium to reignite his career for a second time.
Instead, he turned down European football with West Ham to join newly promoted Forest on a one-year deal.
“I was surprised, yes,” said Hammers boss Moyes. “I thought Jesse would end up here and I have to say the club made him a really good offer.
“You couldn’t turn around and say that David Sullivan and the owners didn’t do everything they could to get him. You certainly did.
“I have to say that the club tried to get a lot of players but for various reasons we couldn’t get them.”
Moyes has spent nearly £100m on Alphonse Areola, Gianluca Scamacca, Nayef Aguerd, Flynn Downes and Maxwel Cornet but he still found the transfer market frustrating this summer
“If you only knew. It was amazing,” he added. “We’ve placed bids for numerous, numerous players. Real bids and real money, and for various reasons we don’t have them.
“They didn’t want to come to the club or we didn’t get the financial deal right or we weren’t able to pay the player and the agent so we found it difficult one way or another to be competitive this summer .
“Hopefully we sorted ourselves out at the end of the window.
“The difference is we try to be in the top six instead of avoiding the bottom six. The level of player you want to buy what that costs is more difficult to get.
“We’re looking at a much more expensive player with higher wages coming from a higher level, so we found that difficult.”
