In a new press release, a Rockstar spokesperson wrote:

With each new project we embark on, our goal is always to go beyond what we’ve previously delivered – and we’re pleased to confirm that development is active for the next installment in the series. As for the game itself, Rockstar doesn’t say anything more right now, or commit to when will said more.
