HSE boss Paul Reid was last year on a salary package of €411,777, new figures show.
Mr Reid has led the HSE fight against Covid-19 for the past two years, and in his role as CEO of the largest employer in the State, he heads an organization that directly employs more than 67,000 people.
Now, new figures released on Freedom of Information (FOI) requests show Mr Reid was the highest-paid non-medical member of HSE staff last year.
The data show that Mr Reid’s salary is made up of base salary of €362,800 and pension allowance of €48,977 for 2020.
A spokesman for HSE said on Wednesday that Mr Reid’s salary as of October 1 was €366,880.
The spokesman said Mr Reid was not a member of the HSE pension scheme and instead he now receives an additional allowance of €49,967 towards pension contributions on top of his base salary.
She said that HSE also provided Mr Reid with a car that HSE retains ownership of and worth €19,141 attributed to his use of the vehicle for the purpose of collecting in-kind taxes.
Mr Reid’s 2021 package is €8,326 down from the €420,103 he received in 2020.

However, much of the difference between the two years is due to a bug in the HSE payment system.
An HSE spokesperson explained that in relation to Mr Reid’s 2020 pay, Mr Reid is paid biweekly rotation and that in 2020, there are 27 biweekly pay periods on the pay schedule instead of 26 periods as usual.
“This is going to happen every five to seven years and so it’s going to affect all biweekly salaried employees in the same way,” she said.
The figures show that the second highest paid non-medical staff in the management/execution department receive €182,475 with the 3rd and 4th best salaries each receiving just over 182,396 €.
The FOI response from the HSE also confirms that the number of HSE non-medical staff earning between €100,000 and €150,000 has increased by 222 or 35pc from 641 in 2020 to 863 last year.
Earnings between €150,000 and €200,000 total 33 in 2021 compared to 36 in 2020.
An HSE spokesperson said: “The salary, allowance and other salary-related conditions for HSE employees have been approved by the Department of Health.”
Providing context on earnings growth figures above €100,000, the HSE FOI unit said that a 1pc salary increase for all employees has been in place since 1 October 2021.
Mr. Reid’s base salary of €366,880 is significantly higher than the current salary of €214,956 for An Taoiseach’s office.
Mr. Reid’s appointment to the position was conducted by the Cabinet in April 2019 with a salary of €350,000.
Mr Reid has transitioned from his role as director of Fingal County Council, where he enjoys an annual salary of €165,320.
Mr. Reid commenced a five-year contract with HSE on 14 May 2019.
