I was fined £100 for parking at 2am

One PENSIONER was ordered to pay £100 for illegal parking – but the charge involved his mobility scooter, which was 112 miles away at the time.
Retired police officer Vivian Double received a hefty fine from the UK Parking Authority in the post – with photographic evidence of a white Peugeot lorry in Wembley, northwest London.
But the vehicle’s license plate was actually registered to the ex-cop’s black mobility scooter, which was locked up at his home in Poole, Dorset.
And Viv, who lives with his partner, was fast asleep in bed at 2:21 am.
Viv said: “Obviously it was a mistake, but when I was first penalized it made me think, ‘I was there’?
“But no – I obviously didn’t – I barely got on my scooter down the motorway to Wembley.
“It would take me several recharges and days of travel to do that.
“And at 2:21 a.m., there’s only one place I’m going.
“I think the people at the parking company should go to Specsavers.”
Viv was fined because the vehicle – in fact a scooter that can reach speeds of only 8 km/h – was not registered.

The £100 fine could be reduced to £60 if cleared quickly.
However, it can go up to £160 if not paid.
Former Met cop Viv has since been in contact with a UK CPM representative, who told him they had opened an investigation into the 24 February fine.
But the process can take up to 35 days, so pensioners have been left in limbo.
“I obviously won’t pay it and I hope they see their mistake and life moves on,” he added.
“I guess there’s someone out there driving illegally with my number plate.
“But there’s not much I can do about it – it’s for the police to catch him.”
Viv, who used his scooter after suffering a pelvic injury while working for the police in the 1960s, said he also believes the fine is not supported by criminal law because of the offence. The crime clearly took place on private land.
He said that under the latest regulations, the maximum penalty allowed is £50, not £100.
