A man and woman have been arrested over the “horrible” condition of an apartment where four children lived with scurrying piles of rubbish and scurrying rats.

Police were called over the foul odor coming from the Bexar County, Texas home.

Bexar County Sheriff Javier Salazar said the smell was so bad that police expected to find a body, but instead they discovered bags of trash, including rotting food, insects and feces.

Officials said it was one of the worst child abuse scenes they’ve seen, Sheriff Salazar said, and even had rats walking over their feet while investigating the incident.

The sheriff said the two adults who lived at the property, the 37-year-old mother of four children and a 33-year-old man, were taken into custody. The man is not an American citizen and is said to be from Europe.

The two adults face four child endangerment charges, reports the ksat.com.

The children are believed to be between the ages of two and 13, with the eldest not present when police arrived.

And an eight-year-old reportedly said she regularly misses school because of headaches.

Sheriff Salazar told a news conference that conditions at the home were “horrible” and that while the children did not appear to be malnourished, the condition of the home put their lives in danger.

“There were insects and literally rats crawling over the detective’s feet,” Salazar said. “We couldn’t figure out how it is that the children are living in these conditions for so long.”

The sheriff said the children’s mother worked as an assistant at a hospital, adding, “Surely she should know better.”

“There is no reason to hoard rubbish. There is a regular dumpster service,” Salazar said.

The sheriff said Child Protection Services is preparing a plan to allow the children to live with relatives for the time being.
