A British girl, aged around 20, lies unconscious on a stretcher as paramedics tend to her and her worried friends look on.

She is then taken away in an ambulance in the early hours of the morning after heavy drinking in the notorious party town of Ayia Napa in Cyprus.

Another young girl lies seemingly unconscious on a street in the resort’s hedonistic club district.

Nearby, a young lad repeatedly bangs his head on a signpost before a friend helps him up.

Just a two-minute walk away is the Pambos Napa Rocks hotel, where a 19-year-old English woman was allegedly raped by 12 Israeli men in 2019.

The 12 men were arrested by Cypriot police but were then released and allowed to go home while the Derbyshire woman was accused of lying.

The men, aged 15 to 22, are said to have filmed the attack on their cell phones.

“Ayia Napa has actually gotten worse since that case,” said the resort’s taxi driver Angel Pittiri, 42. “This year so far is the worst I’ve seen in 20 years.”

Pambos Napa Rocks is fully open again post Covid, with thousands flocking to its wild all-day pool parties on Thursdays.

All along Bar Street and Square, where bars and clubs stay open all night, cheap drink deals are advertised.

The authorities are renaming the town and signs are everywhere saying “Respect for Ayia Napa”. This month, the Ayia Napa Municipality unveiled a new code of ethics to transform the resort.

But nothing seems to have changed since the attack in July 2019.

After the girl reported this, she was wrongly found guilty of inventing it. She won an appeal this year after it was revealed police forced her to grill her for six hours without a lawyer.

The case was brought before the European Court of Human Rights last week in a bid to reopen the investigation by the Cypriot authorities. The Israelis were not charged and were allowed to go home.

The police are rarely seen in the party area and it has fallen to taxi drivers to ensure the safety of young women walking back to their hotels alone.

Young men are often seen lurking in the shadows, we are told, and set off to follow them.

“We immediately call out to the young lady if she’s okay and knows where she’s going, and then the person following her stops,” Angel said.

He has worked at the resort for 26 years, 21 as a taxi driver and five in bars and security.

He said, “It’s lawless. The drinking level, the fights, the safety.

“Sometimes these young people are like animals.

“But where are the police? We act as security most of the time. There is fighting, violence, people breaking things.”

Asked about the campaign to clean up the city, he said: “It’s cops***. Check out what’s going on down there on the Strip.”

Nitrous oxide inhaled from balloons — laughing gas — is illegal.

But the streets at night are packed with revelers who appear to be using the drug freely. There is even a balloon kiosk selling balloons for €3 each.

In clubs, women walk around with canisters with balloons attached, offering them to the already drunk youths.

Nitrous oxide, which causes a brief high, has been linked to 56 deaths in the UK between 2001 and 2020 and is under Government review.

Lewis Power QC represented the 19-year-old who was tackled by the 12 men in 2019. The lawyer said: “Those who would be expected to have learned their lesson have not responded positively to enact the changes so desperately needed.

“It is quite clear that the treatment of young girls has not changed an iota as lawlessness continues and these young girls are not protected on vacation in areas like Ayia Napa.”

There’s no doubt that British teenagers are still seized by the lure of cheap drinks and resort sex.

Cars drive through Bar Street trying to lure young men to a lap dance at their affiliated club.

In front of one of them, a male recruiter tries to lure in suitors by quietly saying that they offer striptease and oral and full-on sex.

At the bars, revelers can fill up on cheap booze, with deals ranging from just €12 for an hour’s free bar or just £25 for 12 spirits and mixed drinks.

London-born Dasos Patsias, 61, has worked on the resort’s taxis for 40 years.

“I think it has to be post Covid, these kids are just going wild and it’s dangerous,” he said.

“The English just have no respect for anyone. Every night someone sits in a cab and asks where they can get cocaine or weed. You worry about these children.

“The Council does nothing. I’ve never seen anything like it.”

A spokesman for the municipality of Ayia Napa said: “Many tourists travel to Ayia Napa. The launch of Enjoy, Respect Ayia Napa was advertised just a few weeks ago and will take time to be implemented.

“We have had discussions with the police and from July 1st the resort will be patrolled by an increasing number of officers in the main streets, the cosmopolitan area and the entire area of ​​the resort. Tourist safety is a high priority for the community.”
