Murdered James Bulger’s heartbroken father is determined to tell the toddler’s killer to spend the rest of his life behind bars.

Ralph Bulger is urging Attorney General Dominic Raab to push through legislation quickly so he can attend Jon Venables’ parole hearing in the fall.

He wants the killer to know how the horrific 1993 kidnapping, torture and murder of two-year-old James devastated him and his family.

He could only speak to Venables via video link as the killer enjoys lifelong legal anonymity along with fellow killer Robert Thompson.

But Ralph said: “He’ll hear me say I want him behind bars for the rest of his life. It will be the first time he hears the words out of my mouth. I believe he will always be a danger to small children and he will kill another baby like James.

“I want those words to sting him and hear how his depraved actions still shock me and my family almost 30 years later.”

A pilot project this summer will allow victims’ families to attend parole hearings for the first time.

Ralph said: “I applaud Mr Raab for saying that the rights of victims and their families should come before the rights of violent offenders.

“Show us you mean business by making sure my right to attend his parole is guaranteed. I want to be first in line for Venables’ board in the fall.”

Venables and Thompson were only 10 years old when they led James to his death from a shopping center in Bootle, Merseyside. They spent eight years in a secure juvenile detention facility and were released at 18 with a secret identity, never having served time in an adult prison.

But in 2010, Venables was jailed for having child abuse images on his laptop. He was released after three years and given a second new identity.

In 2018, he was sent back to prison for 40 months after more abuse photos were found on his computer.

Ralph said: “All his life he was treated differently because he was 10 years old when he and his mate tortured and murdered my little boy. Well, he’s not a kid anymore. Venables has always had his own path ever since he murdered James.

“It’s about time the tables were turned and he finally faced true justice. Don’t treat him with kid gloves anymore.” Proposed parole board changes come after its 2018 decision that Black Taxi rapist John Worboys could be released.

He was less than 10 years into his prison sentence for providing alcohol and drugs to over 100 women and committing rape and indecent assault. The High Court blocked the move and he was given a further six-year minimum in 2019 after fresh lawsuits.

Colin Pitchfork, 62, was released from his license last year after serving 33 years for raping and killing two 15-year-old girls. Two months later he was sent back to prison after accosting young women on the street.

The Parole Board welcomed greater access for victims in the process.

Ralph added: “You can’t take chances with a twisted killer like Venables. They tried to reform it and failed.

“Do we really have to continue this ridiculous game of cat and mouse?

“It’s time to lock him up forever. I want him to hear that from me.”
