Met Police PCSO caught having sex act on park bench in broad daylight is fined

A member of the public filmed Kevin Phillips, 56, performing the solo sex act and uploaded the clip to social media, where it has been viewed tens of thousands of times

A Met Police PCSO caught enjoying himself in a park in a video that went viral has been fined £500.

Kevin Phillips, 56, was filmed demonstrating his solo sex in broad daylight while wearing his uniform at Dog Kennel Hill Park in south-east London.

Footage of the incident was viewed tens of thousands of times after a shocked member of the public filmed the PCSO and uploaded it to Twitter.

Phillips looks over his shoulder at one point to check his surroundings before looking at something on his phone as he continues the sex act.

The member of the public who filmed the incident confronted the PCSO and photographed his ID number.

The 33-second clip became known to police on March 30 and the father of two was arrested at his home in Croydon.

Phillips, who was attached to the Met’s Roads and Transport Police Squad but has since resigned, admitted an outrageous public decency in Croydon Magistrates’ Court.

His lawyer, Tahir Ali, previously told the court that Phillips is married and has two young daughters.

Chief Superintendent Simon Ovens, who heads the Met’s Roads and Transport Police Squad, said: “Phillips’ behavior that day was revolting and goes against everything that the decent Metropolitan Police officers and staff stand for.

“He has failed many of his peers and the public we serve. There is absolutely no place for such appalling behavior at the Met.

“As soon as we became aware of the video, we took immediate action to investigate. Officers worked all night to identify him and obtain an arrest warrant.

“The investigation, led by our new Domestic Violence and Sex Offenses Professionalism team, resulted in Phillips’ arrest, arraignment and guilty plea within 48 hours.

“I trust that such swift action will reassure the public how seriously we take breaches of trust and how determined we will work to root out those who undermine the service.”
