Mobile phone evidence could be crucial as ‘more victims of Order of Malta rapist identified’

GardaÍ is investigating a child rapist who “may have several other victims” linked to his work for the Order of Malta, the Irish Independent is able to reveal. Scott Browne, 31, is serving a nine and a half year sentence after pleading guilty to a range of charges including rape after admitting to assaulting two boys in 2018.
Yesterday his co-defendant Jordan Murphy, 22, who filmed the oral rape of a boy after Browne rendered the victim unconscious with painkillers, was sentenced in the Central Criminal Court to five and a half years in prison.
Browne stole the medicines from Order of Malta ambulances.
The drug was Penthrox, an analgesic used by doctors, the Defense Forces, EMTs, and athletic clubs for emergency pain relief.
During the sentencing hearing, the court heard that Browne twice went to the victims’ homes and picked them up in a car driven by Murphy.
He then administered the drug to the victim either by holding a whistle to the victim’s mouth or by holding an oxygen mask in front of the victim’s face.
Each time, the victim was knocked unconscious and awoke to Browne sexually assaulting him.
The court heard yesterday that Browne is being investigated for a number of other serious offences, and the Irish Independent may reveal that gardaí received cell phone evidence relating to other victims.
“Browne and at least two other people are suspected of committing serious crimes against several other people in cases linked to the Order of Malta,” a source said last night. “The other suspects also have ties to this organization.”
One of the alleged victims is co-Longford husband Justin Kelly, 25, who claims he was raped by Browne during an Order of Malta trip to Lourdes in 2015 – three years before the other two children were attacked.
Mr Kelly said: “The negligence arising out of the actions of [a named individual in the Order of Malta] and the organization has transformed the lives not only of me, but of its teenage survivors who fell victim to Browne’s attacks.
“An organization that talks about touching lives, changing lives and saving lives, well I think it’s about time they stop deceiving themselves and others.
“It’s time they came forward and took responsibility and brought closure to not just me but their active members who are horrified and shocked to be part of the organization.”
Mr Kelly, who now lives in Bali, has made an official complaint to Gardaí and detectives from Naas Garda Station are currently investigating. However, he is not satisfied with the handling of his case.
He was 18 when he was allegedly raped by Browne at a hotel in France in May 2015.
He said if he could address Browne he would say: “I’m still speechless for him, the predator, the mastermind for his victims – are we just a sketchbook of vulnerable boys he’s seen planning his own fantasy.” and realize pleasure?
“Is it because he got away with his fantasy of taking advantage of me that he was so excited to do it again and again? Wasn’t one innocent teenager enough to know that it’s not okay to bully people for their sexual pleasure?
“He used his position within the organization to carry out his fantasies and achieve success. I will never understand or want to understand how he acts in relation to his betrayal of “friendship” and his position within the organization to carry out such traumatic acts.”
Mr Kelly feels so concerned about what allegedly happened to him and how he was treated that he has created a series of TikTok videos for social media outlining his ordeal.
Browne was wearing an Order of Malta uniform when he was filmed by Jordan Murphy in one of the rapes almost exactly three years after Mr Kelly was allegedly attacked.
Browne was a volunteer paramedic who at the time had been taking a nursing course that included placement in a children’s hospital.
He was trained as a paramedic, which gave him access to the medication.
Sources in the Order of Malta’s Ambulance Corps have confirmed that there is widespread dislike among its members at the way Mr Kelly was treated by the investigating officer in 2015.
Sources said there were serious internal concerns about mismanagement in handling the complaint and “a serious web of bad governance” had sprung up.
It is understood that, according to a senior source at the organization, “amazingly” this matter has not been reported to the charity’s president and board of trustees.
“Following Justin’s revelations about TikTok and the furore it has caused within the Order, the President has launched a full investigation into the entire matter,” the source added.
Last night, however, Garda sources said they were surprised to see the Order of Malta has only advertised one vacancy this week for a Medication Officer, whose role, according to the job description, would include conducting a periodic review of medication management (at least annually).
“And also conduct unit and regional medication management audits to ensure medications ordered to replace medications consumed are reconciled with documented records,” the job description adds.
“One might think that’s too little, too late and why wait until this week to announce this job. Is it because of the publicity this case is generating? It seems very cynical,” a source said.
It is understood the post was advertised after another officer resigned from his position, but there is no indication that individual is implicated in any wrongdoing.
Yesterday, Judge Paul McDermott noted that Jordan Murphy, a 15-year-old boy, had come under Browne’s influence when Browne was 24. He said it’s important to understand that Murphy was a troubled teenager who was showered with gifts by Browne.
He said Browne was the “driving force” in the offenses but Murphy had a high level of responsibility and involvement.
He said Murphy neither received nor administered the drug, nor sexually abused any of the victims, but he knew exactly what was going on.
He noted that the video captured was further humiliation and degradation.
