New Devblog details the minor combat changes to The Elder Scrolls Online coming in Update 34

The Elder Scrolls Online gets the next big chapter, High Island, in June, but there’s also Update 34 in the works. There’s a brand new devblog about the improvements and changes to combat coming to the base game in Update 34.

because High Island is the big chapter release of the year, the battle team will focus on minor changes such as bug fixes and balance rather than large scale combat changes and whole new systems. There will be changes, however, and many of them are related to changes that have already happened, including in Update 33. The game took a hybrid approach and hybridization of almost everything from combat stats to ability scaling and gear sets. The stated intention was flexibility, and as players continue to adapt, expect adjustments based on balance, need, and meta changes, not an overhaul.

Related to Update 33’s hybridization is the notion that these changes highlighted cases where binary morph options revealed what they call “power deltas,” where people made choices based on the morph’s additional effects and not on the used stat. So the focus in this update is to make the morph options more powerful. They also intended to boost the lesser used morphs instead of just refining the ones that are used the most. More will be clear when the PTS opens, but some examples of what you’re seeing are on the blog, such as:

Teleport Strike

Ambush: Increased the duration of Empower granted by this morph from 3 seconds to 10 seconds. This morph also grants Lesser Berserker for its duration.

They’re also looking at Champion Point’s Warfare constellations and adjusting that system, adding some extra slotted stars on the sub-constellation and, similar to Morphs, boosting some lesser used ones and tweaking some of the stats.
