Penalties for people who fraudulently demand payment of €400 to take in refugees

There will be penalties for people who fraudulently claim the monthly payment of 400 euros for taking in Ukrainian refugees.

Existing welfare legislation is being amended to include the payment, but senior government sources said the size of the fine and whether a fraudster faces jail time has yet to be decided.

Currently, those caught wrongly claiming welfare can be fined or imprisoned for up to three months.

Children’s Minister Roderic O’Gorman said there had been “no clamor” for payment from people who had given their vacant houses or guest rooms to refugees.

“The penalties provided for in the law will be the normal penalties provided for in case of fraud in the welfare law,” he said.

“Throughout the process, since we set up the pledge portal, there has never been an outcry, there has never been any demand from people who have pledged housing for government support, it has been an act of solidarity.”

But he said there was “significant pressure on the cost of living” and that ministers were keen to “support families who feel they could get by with it” and that’s why the payment is on an opt-in basis .

It is available to those who pledge to provide shelter for Ukrainian refugees for at least six months.

Homeowners must provide their PPS number as well as that of Ukrainians living with them and their Eircode.

Payment is per property and does not increase with the number of refugees living in the home.

Payments will be issued through the Department of Social Protection via bank accounts from July and will be carried out retrospectively.

Households can receive up to €4,800 a year and the government is believed to have earmarked around €50m for the demand-side measure.

No other social benefits are affected by the tax-free payment of 400 euros.
