As the Kremlin welcomed new advances, including the capture of Lyman, a town in the neighboring Donetsk region, chief Oleg Grigorov said: “Heads of local administration, myself included, we are constantly on the move.

“The Russians are after our heads, whether by capture or outright liquidation.”

Putin’s troops now control 95 percent of Luhansk.

Ukrainian President Volodymyr Zelenskyy called the situation “difficult” but added: “Donbass will be in Ukraine because that’s us, that’s our nature. If Russia brings destruction and suffering there, we will still restore every city and community.”

Mr Grigorov said “indiscriminate” Russians are shooting at local residents, including children, leaving bodies in the streets.

He added that locals who chose to stay had “nerves of steel”.
