WORKS on the smart highway is being paused to collect more safety data.
Transport Secretary Grant Shapps has cut plans for new projects until he has five more years of stats.
Roads use hard shoulder as a side lane and also have temporary speed limit.
But at least 24 damaged drivers or dead passengers on it since 2015.
Mr Shapps accepted a Transport Select Committee report, and pledged £390m for more emergency shelters – booked at least every three-quarters of a mile.
New projects planned for the M3, M40, M62 and M25 will be postponed.
Other works that have been and are in progress will continue until completed.
The technology to detect stuck cars will be subjected to more rigorous testing.
Ministers will consider reintroducing tough roles on all nighttime motorways.

Mr Shapps said: “Early data shows that smart motorways are among our safest, but it is important that we go the extra mile to make sure people feel safe. than using them”.
“It is important that this extra time is spent making these motorways safer – not just evaluations,” said Commission Chairman Huw Merriman.
AA’s Edmund King said Mr Shapps took a “positive and pragmatic” approach.
He added: “While smart motorways will never be perfect, significant progress has been made to make them safer.
“We will ask the Government to be accountable.”
