Officials affected by the Gray investigation, including those to be named, were written to ahead of its release to give them an opportunity to respond before it was complete.
A press conference is expected to be held in Downing Street after their findings are released.
Prime Minister Boris Johnson will address the 1922 Committee of Backbench Tories today.
He is also scheduled to address the House of Commons.
According to an earlier abridged version published in January, Ms Gray’s investigation analyzed the events from May 15, 2020 to April 16, 2021.
