A POLICE officer was found to have used excessive force in the arrest of a 13-year-old child who had verbally abused him.
The officer, who can only be named as PC X, is said to have dragged Child A to the ground after the child swore and arrested him on a public order offence.
A court heard the officer drag the child to the ground, after previously telling him: ‘If you want to scold me, I’ll take you to the ground, boy’.
The panel found that PC X had used “an unprovoked and unlawful use of force against a 13-year-old child who was merely cheeky with an officer”.
PC X, who has been asked to remain anonymous by the force, has received a final written warning on the matter. The warning lasts three years.
The officer was called to the incident on Tuesday April 13, 2021 to support two colleagues from Sussex Police who were responding to reports that one of a group of children was in possession of a knife.
After a colleague told the officer that no knife had been found with the children, PC X reportedly engaged with the group and warned child A to “stop the silly face”.
On the ground, the officer also rhetorically asked the child if he “would like to be sprayed.”
The panel found that the officer’s behavior in the incident constituted gross misconduct, noting that “not a provocation by the officer, but a small child showing some bravery towards his friends.”

The court heard from the child that he had “lost confidence in the police” as a result of the incident, adding: “I don’t think they’re there to help you, they’re there to hurt you.” .
Child A also shared how fear of the incident prevented him from playing rugby for some time. However, he said that he did not want the officer to lose his job and that this would be taken into account in the verdict.
The panel also considered the officer’s remorse and service record in reaching the verdict.
