Swan Shopping Center owners are pushing for a hotel permit in Rathmines

The owners of the Swan Center in Rathmines, Dublin, are opposing a decision by Dublin City Council to refuse planning permission for a proposed 111-room hotel.

The City Council denied Sawbridge Ltd. planning permission for the six-story hotel last month after opposing the project.

The council refused approval for the company – owned by Paul Anderson and Omniplex Holdings UC – after concluding that the proposed development would result in an inappropriate and overbearing form of development that would reflect the environment and character of the village would significantly affect Rathmines.

Now Sawbridge has appealed the system to An Bord Pleanála and offered the Appeals Committee an alternative scale scheme.

The alternative hotel plan proposed by Plus Architecture on behalf of Sawbridge calls for a 98-room hotel

In the sweeping complaint, Plus Architecture alleges that the council refused planning permission instead of seeking further information about the plan, which would have allowed applicants to address concerns about height, bulk, overshadowing and oversight.

Plus Architecture told the Appeals Committee that the four-story brick facade facing Lower Rathmines Road is an appropriate response in this setting.

The architects add: “However, we recognize that the 1.7 meter setback of the fourth floor is not large enough.”

In the proposed alternative, the architects propose a distance of 7.9 meters.

Hotel comes without a restaurant – Plus Architecture says a restaurant isn’t necessary “given the high number of quality food and drink options” in close proximity to Rathmines.

They say providing a restaurant will support existing food and beverage businesses in the area.

According to Plus Architecture, the proposal enhances the urban neighborhood by improving the existing poor quality street frontage and enhancing the character of the area.

The Rathgar Residents’ Association opposed the plan, telling the council that if the six-story plan were allowed to go ahead, the streetscape and its historical significance would be severely compromised.

The Belgrave Residents Association, which represents homeowners between Ranelagh and Rathmines, also opposed the scheme.
