The proceeds bring in €336.2m in Covid wage support

A total of €336.2 million in Covid-19 wage subsidies has been returned by employers to the Revenue Commissioners.

In a written response from the Dáil, Finance Minister Paschal Donohoe has confirmed that the €336.2 million has been repaid after “contacts have been made about repayment issues”.

Mr Donohoe confirmed to Labor Finance spokesman Ged Nash that €87 million of the total has been placed in Revenue’s Debt Warehouse programme.

Mr. Donohoe confirmed the recent Revenue Initiative on Employment Wage Subsidy Scheme (EWSS) repayments, has received €3 million back.

In the second quarter of this year, Revenue invited 42,500 employers who have received Covid-19 wage subsidy payments to complete a final self-assessment of their EWSS eligibility for all periods of the program.

“Any overcharges found by employers through September 30, 2022 will be treated without the imposition of interest or penalties and declared liability and may be included in the Debt Warehouse program by those employers,” Mr. Donohoe wrote.

“To date, 3.3 million euros in grants have been repaid by 281 employers following this invitation.”

Figures provided by Mr Donohoe show that there were 38,049 contacts on repayment issues related to the Temporary Wage Subsidy Scheme (TWSS) which resulted in a repayment of €258 million.

Mr Donohoe said €78.2 million was returned from 7,728 contacts on refund issues in the EWSS.

The minister said there are 1,708 cases related to EWSS refunds that are still unresolved.

A total of 542 employers have repaid all EWSS subsidies amounting to €57 million, another 4,269 employers have partially repaid €76.8 million in EWSS subsidiaries.

Another 31,300 employers made TWSS partial repayments of €258 million and 696 TWSS full repayments of €7.2 million.

Mr. Donohoe confirmed that €7 billion was disbursed under the EWSS program and €2.8 billion under the TWSS. He also confirmed that there are no plans by Revenue to repeat its exercise in 2021, highlighting the number of companies that have paid dividends that have received Covid-19 wage subsidies.

In total, 866 companies had received EWSS grant payments of €396 million gross and 29 employers have repaid all €28.7 million of grants received, while 121 received EWSS grant payments of €8.6 million partially have repaid.
