Westminster Council awarded more than 1.4 million parking tickets over the five years from 2016 to 2021 – three times more than Cardiff Council.

“Council acted after complaints from residents and business owners about these vehicles being parked illegally and carelessly.”

It followed 428 Freedom of Information requests that explored more than 22.5 million pieces of data from 141 boards.

It means Westminster Council pays seven per cent of fines across the UK’s 141 councils – with 88 per cent of the fees higher than the average individual council.

The Westminster Parking Service is the largest army in Europe, providing more than 47,000 parking spaces and patrolling 1,990 streets and 600 miles of kerbside roads.

Councils invest surplus funds from fines in council programs such as child and adult transportation in social services.

Westminster Council is reported to have raked in £140 a minute last year in parking fines, raking in £74.4m from charges between 2019-20.
